Buff food is not giving full amount of buff time..!!

I am having to stop using the buff food I bought in the Hongmoon store.   Since launch the buff food either doesn't appear at all after you eat it (no affects) or if it does appear it starts counting down either from 90 seconds or from 9 minutes.  The buff food I am using says it is for a full 30 minutes.  I am using Hajoon's Mild Hongmoon Noodles which states "Recovers HP by 20% for 20 seconds, Increases Max HP by 20% for 30 minutes.  Considering that I paid real cash money for these items I would really like a response or someone from NCsoft to let us know if this bug is going to be fixed.  I have wasted to many of these.
