Stage 2 99% Installation Error (E02018)

After attempting to install the game multiple time, I receive this recurring error as the process fails at 99%:

 

 

I haven't been able to find a definitive answer as to how this is fixed, are there any known solutions?

so this is different file from error E02018, what i got is 00013040.upk.zip, i try torrent the patch but still the same

tried downloading the game last week Thursday and tried again today got e02018 both times at around 50 mb
