Purple Quest Bug

I realy did not remember, how to obtain the fan... at least there is no bug here.

I am at Harder,Better,Faster, Stronger purple quest, and i had a bug in it. When i arrived to Old Man Cho, there was a other guy who, just spoke with quest NPC, and started his quest. The Old Man jump away, the guy followed him, and my quest moved to the next stage. http://tinypic.com/r/2rge0jd/9  BUT, i did not spoke tol Old Man, and i dont have the Raven Feathre Fan, and there is no Old Man on the top of the building. http://tinypic.com/r/4siekm/9
I had no problem with this one on beta.

Pleas help in this situation. I restarted the game but its still the same. I think about to abandon the quest but i its purple not simple blue, i dont know, if it appears again.
