Can't use Marketplace..AT ALL

I haven't been able to use Marketplace since I started playing, i'm level 20 now and I know that you gotta be at least Lv16 to use it, and every time I try to use it, it just says Unavailable, Try again later, and so I have and still nothing. People told me its a bug, relog and try again and i've tried that and still nothing happens. Some help would be great..
