How to learn the last skill of a stage ?

So i was playing with my Force Master, Currently at lv25. i noticed the blazing palm's 3rd stage's top skill can't be learned eventhough i have enough skill point ? Anyone can give me a clue ?

If you're talking about the very last skill (bottom one) of Blazing Palm then this is what is known as a Hongmoon skill.  Every class has several Hongmoon skills and they cannot be unlocked at this point. In the next content patch, or whenever Bloodshade Harbor dungeon releases, you can unlock some, but not all, of the Hongmoon skills. Most of the HM skills are unlocked at level 50.
