unplayable without giving any errors

I searched all topics for this problem but i didn't found any close one!
it's like i have an infinite delay, i can only move but it's like i am disconnected from the server without giving me any errors ! but chats loads very well !
i cannt talk to npc i cannt attack , am stuck inside !
before chapter 5 it was normal and fine after it and during chapter 6 all this happened !
any suggestions !

using resources monitor it says it's 180 !
any other way to know it ?
and it was fine until chapter 5 !
