If that didn't work try these:
- Track the file causing the error and delete it.
- Change DNS:
 

1-  Go to "Network and Sharing Center".
2- Click on "Change adapter settings"

3- Right click on "Ethernet (if you're using cable)" or "Wi-Fi (if you're using Wireless connection).

4- Double click on "Internet protocol 4" a window will appear.

5- Click on "Advanced".
6- Click on "DNS" tap.

7- Add the DNS.

8- Save settings.

9- Repeat steps 4,5,6,7,8 for "Internet protocol 6"

DNS:
IP4: 8.8.8.8 or 8.8.4.4
IP6: 2001:4860:4860::8888 or 2001:4860:4860::8844

I get it to be out of 2.7 MB, and it keeps on freezing on ~600 KB

Are you listing steps for Win10 or Win7? Win10 has a rather different layout.

I have tried that too. I think I've tried everything possible at this point, except for the second set of DNS you listed, but I doubt that would make a difference. I guess there is also the possibility of somehow adding the separate missing file(s) manually.

People shouldn't have to do all this to play a game i try and it doesn't work for me  ... when they going to fix this waited so long to play and it out and i cant play still awesome good job

I'm sure that feeling is growing on everyone. I agree, it's irritating to go through all that trouble to just end up at square one once again. My hopes lie in them to fix their client in a month or two...

Then again, this trend seems to be shared between a lot of MMORPs when they are first released.

Well, if you have already downloaded the 13.2 patch file I can help you with TeamViewer to see what I can do and to do everything correctly, I'll be available in like 6 hours from now..

Would I need to uninstall-reinstall the launcher for that to get the new patch?

This is recommended to do so to remove any corrupt files..
Also make sure your BNS Lite Installer is the latest version.

I didn't mean to redownload the 13.2gb patch..
Just do this instead:
- Delete NCSoft and NCWest from Program files (x86).
- Download NCSoft and NCWest from here and place them in Program Files (x86).
- Download the shortcut here and place it on desktop.
- Redo all the steps in the topic I gave you earlier.

This wont take long time since you already have the patch downloaded..

I have never actually manually downloaded any shortcuts, the shortcut appears on its own thanks to the launcher. This one has a rar extension. I'll just keep the current one on my desktop and not download any.

Alright guys! I have gotten through the E02018 error by COPY/PASTING the Patch file istead of moving it into the 12 file. Deleting the 12 file did get me through the 2019 error and I can now run the game.

After following the TS instructions.. did anyone encountered this error code? it says

E02019

E02019 error is fixed by exiting the launcher, then deleting the 12 file.

 

Then run the launcher again. That worked for me

I simply DL'ed the Bns Lite and N.Launcher then ran the game. Gave it a bit of time then as soon as it finished, I closed it out ran it again but before that deleted the 12 folder. I got into the game played for a bit. Got disconnected and haven't been able to load that game successfully since the disconnection. 2018 strikes again and game launcher is stuck on Verifying 100% 24.1 GB loaded .... like wtf NcSoft .. I was thinking about getting premium access to .. :(

The error 2018 comes from the client being unable to download a certain file, it would seem. That is why you torrent download the patch separately and place it in the designated folder.
