Yep I'm From SEA (South East Asia) Specifically around Thailand,

"Failed To Connect Error .(200)"

And I've followed this articles, it doesn't work for me and by the look of the rating it seem like it doesn't work for others too

 

Either way, in the article it said to 

1. If you are running a proxy or cache server, please disable these before attempting to login

But I can't find any tutorial online explain how to do so...
