No new uniform on faction change

I changed factions from Crimson to Cerulean this morning and did not receive the new uniform for Cerulean.

 

With paying 10 silver to do this, I would expect to get the new uniform.

That's not a bug, and 10 silver is just pocket change at max lvl.

But how can we pvp and do the '' New Start'' Quest without the uniform ?

You just buy the new uniform at the uniform npc.
