Where to find secret technique recipes?

I always see the blue icon over some recipes, where do we find them? In the 4 blue dungeons at end game or somewhere else?

Cinderlands recipes drop from Bokgon Hideout

Moonwater recipes drop from Brightstone Ruins

 

Keep in mind not all professions have a recipe for each zone or a recipe at all, some also have more than one for each zone.

Crafting low level items from that crafting guild

Look at the crafting list and make sure says earn guild points, their is option on bottom of the craft page to see only craft that earns you points. If you on a lot do the 1 hr ones its fastest way honestly.
