Launcher stuck trying to download an 85 byte 'repair' file

On Windows 7. Was fine a couple of hours ago. Tried to launch the game again after a rest and it decided it needed to download a 'repair file' of 85 bytes but this fails every time. I've tried killing the launcher in task manager, etc. but every time I start it up again it just sits there saying it's dowloading the 85 byte file but actually doing nothing.

 

Ah, it seems to have sorted itself out. Either that was an excruiatingly slow download (20 minutes for 85 bytes!) or the launcher was telling tales and actually doing something other than downloading!
