Cant Download the INSTALLER

My boyfriend is having a problem downloading the Installer and cant play the game obviously with out it. I gave him this link http://download.bladeandsoul.com/BnS_Lite_Installer.exe  and he is getting a Error that says "Failed Network Error". Is there a Possible way to fix this issue ?

I also am having trouble with this. If anyone knows how to fix this, please let me know. Have reset Google Chrome, tried Internet Explorer, updated PC, reset router/modem, restarted PC, and ensured all Firewalls and antiviruses are disabled. Not sure what to do! I am running on Windows 10 and am logged into the admin account .
