Account wide features?

I've noticed all progress in the game is strictly on the character. I'm wondering wouldn't it make sense to make some of the features account wide?

Achievements are a good example; wardrobe among other things might be nice too.

 

I don't quite get why MMO games rarely implement account wide progression.
