You probably need the Orb of Ascension. On that balcony, on your right side, there is a pedestal glowing blue (if you don't have the orbs in your inventory) or green (if you have the orbs in your inventory), you have to deposit the orb there. You can create these orbs with the shards you get by completing 3 weeklies, 3 dailies (from Deluxe Daily Challenge Reward Chest) or buying them from F5. You need 6 shards to create 1 orb.
