Why party revive charms is sharing cooldown with lamp?

Hard mode dungeons = no dragonbloods, and u cant help teammates without scroll ress if anyone dies -
I notice my and my friends cant use party revive charm, because they have same cooldown with lamps... my revive charm is counting 4 hours cd... when u gonna solve this problem?
