well i was gone for about a year so guess i should qualify for it but who knows

error?? is it a bad thing? were we not suppose to apply the code??

I get this strange error when i try to apply for code 1) We ran out of keys before we could assign one to you while you were in the queue. 2) You are in a country or region that is not eligible to receive a key. 3) A key has already been assigned to you. Is what it tells me, is this region locked or are they actually out of keys already?
