So there are constantly a good player base online and its a popular mmo rpg still? Is it pay to win or pay to enjoy basically?

I played Blade and Soul a while back around the time it came out for the U.S. and I was wondering if it was worth coming back to the game. Do they update frequently? Is there good end game content? How many people are still logging in every month? I'd like to talk to someone about all this before I get invested in this game again!
