and when do people who opened the chest prior get the mats?

So whenever a bunch of people hit Max in sth, they should upgrade it? I think that would be a pretty rip way to go .

As in the title stated, there are some weapon skins that give a swirling aura around the whole body (like lotus, cosmos etc) . is there any list (or can anyone name em) where i cant find them or see them?
