UE4 Engine has been available since 2014 yes, but the hardware requirements are not determined by the engine itself.
The hardware requirements are determined by the developers. After all, the developers decide which level of graphic detail they implement. And depending on which effects and visual quality were implemented, the hardware requests increase or decrease.
