create the character, do the quests until you windstride to Bamboo village (less than 15 minutes) and use the Voucher c: thats what i did.

does it really takes your newly created character to 60? because if i try to use it on character creation it says "Start at lvl 50 (consumes 1 lvl 60 voucher). It takes you to 60 when used on a created character tho.
